D.C. Parks Contractor Testifies Before Council
(Washington Business Journal) — Sinclair Skinner, Mayor Adrian Fenty’s close friend and magnet for controversy, employed no one in his engineering firm, including himself, who was qualified to perform the work on the D.C. recreation projects for which the company was hired, Skinner said Thursday in long-awaited testimony before the D.C. Council.
Skinner owns Liberty Engineering & Design, a business he launched soon after Fenty won the mayor’s race in 2006, but he is not a licensed professional engineer. Neither, he said, is his partner Abdullahi Barrow. The two comprise Liberty’s only full-time staff.
