Stephens’ new business, Bibi Salon, won’t celebrate its grand opening until tomorrow, but the shop at 2220 Frederick Douglass Blvd. has already drawn a steady stream of customers curious about this chic new spot. In 20 years as a stylist, Stephens has long dreamed of running her own salon; now she’s opened one of the many businesses that have recently opened on Frederick Douglass Boulevard.
